Hambantota

Maybe it is overkill to want to expect changes in Hambantota every six months.  In this part of the world things take longer than back home.

The fishery harbor was still under construction and a couple of fisheries had moved into the flats built by World Vision.  Singhalese people in one house, Muslim in the other and after talking to some of them, they told us that UNICEF had offered to cover the costs of cooking gas for a year.  What would be after that period?  Nobody knew. 

To pay for gas cylinders to convince people to move into flats that were built against their needs was also not one of their original goals.

Also, a new school had been built and completed by UNICEF.  Even though there would have been plenty of space for a Kindergarten building in the same compound, they had refused, as all Kindergarten`s are operated privately.

Siribopura was slowly becoming a town but there was also a lot of confusion.  The houses had been built by dozens of different organizations and all of them had different rules and regulations.

The ownership would go to the people after a period of five to ten years and only if they inhabit the houses themselves.  Depending on the organization, they were not allowed to build annexes to the houses at all.  Whereas some were only allowed to build concrete annexes;  or a different organization would only allow annexes that were removable! 

The naming of the dirt roads was also very confusing.  Some of them took over the name of the organization that had built them.  Others went under the name of Siribopura and there were plans to call a part, Mahindapura.  “Mahinda” was the name of the President and “pura” is the Singhalese word for town.  

The infrastructure consisted only of a couple of little shops but some of the gardens had been planted quite nicely and different annexes to some houses had started to give the settlement some character.
